Inspector-General for Emergency Management

Established on 1 July 2014, the Inspector-General for Emergency Management website is providing assurance to government and the community in respect of emergency management arrangements in Victoria and fostering their continuous improvement.

The Inspector-General for Emergency Management's activities are contributing to building a sustainable and efficient emergency management system that minimises the likelihood, effect and consequence of emergencies on the Victorian community and ultimately, contributes to a safer, more resilient Victoria.

The objectives of the Inspector-General for Emergency Management (IGEM) are to provide assurance to the government and the community in respect of emergency management arrangements in Victoria and foster continuous improvement. In keeping with the sector’s collaborative approach, IGEM works closely with emergency management organisations and the community to strengthen emergency management and enhance community safety in Victoria.

IGEM was established on 1 July 2014 under theEmergency Management Act 2013 and supercedes the Office of the Emergency Services Commissioner. The Act is available on theVictorian legislation and parliamentary documents website

Emergency Management Manual Victoria

The Emergency Management Manual Victoria (EMMV) contains policy and planning documents for emergency management in Victoria, and provides details about the roles different organisations play in the emergency management arrangements.

Emergency Management Victoria maintains the Manual, in collaboration with Victoria’s emergency management agencies. The Role Statements (Part 7) and the Contact Directory (Part 10) are updated annually. Other parts of the Manual are updated as emergency management arrangements change.

Emergencies are an inevitable part of life. Emergencies, whether natural (such as bushfires, floods or storms earthquakes) or non-natural (such as chemical incidents, transport accidents or major criminal acts of violence), can occur in any community without warning.

When emergencies occur, people mobilise quickly to assist those affected. A range of government agencies, as well as municipalities and community groups, are always quick to respond to the hazard, rescue people, treat the injured and control the immediate consequences of the event.

Afterwards, people affected by the emergency may face complex issues that require advice and assistance. Many people will recover from the effects of an emergency with little assistance. Others will turn to friends and family for advice and assistance, and some may need formal services

The Department of Health & Human Services is responsible for the 'Vulnerable people in emergencies policy - May 2015' (the policy). The policy responds to Recommendation 3 of the Victorian Bushfires Royal Commission Final Report, and related recommendations, and is developed to improve the safety of vulnerable people in emergencies, through supporting emergency planning with and for vulnerable people.
